Supreme Court Order (September 2025): CTET Now Mandatory for All Fresh Teachers

In its landmark judgment dated 1 September 2025, the Supreme Court of India made it clear that the Teacher Eligibility Test (TET/CTET) is now a mandatory qualification for all new teacher appointments, as well as for in-service teachers teaching Classes 1–8 in non-minority schools. Teachers with less than five years of service remaining are exempt from immediate disqualification, but they cannot be promoted without TET/CTET. Those having more than five years before retirement must clear TET/CTET within two years or face compulsory retirement.

For fresh JKSSB teacher aspirants, this ruling means CTET/JKTET eligibility will become an unavoidable condition once J&K’s revised rules are notified.

At present Jammu & Kashmir is revising teacher recruitment rules; the final word will come in the official notification from Department of School Education, J&K.

Note: In the past, Jammu & Kashmir’s teacher recruitment rules have usually given extra marks (weightage) to candidates with higher teaching degrees like B.Ed or M.Ed, instead of making B.Ed a compulsory qualification for everyone. In short, having a B.Ed helped you score higher — but it wasn’t always mandatory to apply.

Why CTET Matters Now?

CTET (Central Teacher Eligibility Test) is a national exam conducted by CBSE to set the baseline teaching standard for classes I–VIII. CTET is an eligibility certificate, not a degree. Many states accept CTET under certain conditions; some prefer their own State TET. The Supreme Court has said states may accept CTET only if they choose not to hold their own TET or follow published policy — so having CTET strengthens your profile but does not automatically guarantee eligibility unless JKSSB says so in the advertisement.

As of now, J&K Government has annoounced no plans to conduct the JK TET ( J&K Teacher Eligibility Test) . It looks this decsions will be taken at the time of finalizing JKSSB Teacher Recruitment Rules.

B. Ed Requirement for JKSSB Teacher

B. Ed Requirement for JKSSB Teacher

As of now, B.Ed is not mandatory for JKSSB teacher posts — it simply gives extra marks (5 marks) in the merit calculation. In plain terms: having a B.Ed boosts your score and improves your chances, but you can still apply without it. However, the Government is revising recruitment rules, and B.Ed could become compulsory under the new rules. That means the final decision will appear in the official JKSSB notification.

Until then, keep your B.Ed documents ready if you have them, and if you don’t, focus on CTET preparation as that certificate is likely to be important.

Ladakh vs Jammu & Kashmir — what the comparison shows

As we all know, the UT of J&K and the UT of Ladakh were formed on the same day, but both have taken different paths when it comes to teacher recruitment rules. In 2023, Ladakh published new rules for school education and made them stricter — making TET/CTET and professional qualifications like B.Ed compulsory in some teacher recruitments. This means candidates in Ladakh must now meet these tougher eligibility standards. In Jammu & Kashmir, however, the Government is still revising its recruitment rules, and the final decision on whether CTET and B.Ed will be mandatory will be made official only when JKSSB releases its notification. So, while Ladakh already follows the new rules, J&K is expected to take a similar approach soon — but nothing is final until officially announced.

What should you do right Now?

      1. Keep an eye on JKSSB official site for the formal Advertisement / Recruitment Rules — that will state whether CTET/JKTET or B.Ed is mandatory. (Of
      2. If you don’t have CTET — start preparing (or register for the next CTET Exam). CTET is widely accepted by many UTs and states in contingency situations, and having CTET strengthens your profile. The Next CTET exam is scheduled in Feb, 2026 and applications will be open soon
      3. If you already have B.Ed, keep your degree certificates ready and scanned — many selections award weightage for B.Ed even when it is not mandatory.

      FAQs

Q: Will CTET alone get me a job in J&K?
A: Not automatically — it depends on the recruitment rules of that advertisement. CTET strengthens eligibility but many states prefer/require the State TET unless they had decided otherwise.

      Q: Is B.Ed still useful?
A: B Ed. is not only useful, but it is still the deciding factor for JKSSB Teacher Exams. It carries 5 Marks , literraly making your in or out of the Merit list

Q: Where will the final answer appear?
A: In the JKSSB recruitment notification / Recruitment Rules gazette — always follow the official PDF on jkssb.nic.in.

      Conclusion

Right now, the safe reading is: wait for the JKSSB / Government of J&K notification, but prepare both ways — get CTET (or JKTET when announced) prepared and keep B.Ed documents handy. The Supreme Court ruling makes clear that states must set eligibility policy before advertising and cannot retrospectively change eligibility; that protects candidates but also means J&K must publish clear rules — which we should read carefully when released.
